When a person applies for employment in the US, to comply with federal law, they have to satisfy the current and valid document requirements as set forth on the I-9 (Employment Eligibility Verification), i.e., one item from column A (passport), or an item from column B (valid SSAN) AND column C (driver’s license). If these conditions aren’t met, SOME employers (I’m guessin’ more than a few, based on this and other stories I’ve seen lately), have policies that allow the organization to hire the applicant, while informing the individual their documents failed to meet the required standards. In the end, it’s all about these companies makin’ money. Otherwise, if the prospective hire couldn’t meet the authorized paperwork threshold, they’d be told not to let the door hit ’em in the ass on the way out. Hyundai gettin’ caught with their pants down, is tellin’ our government they’ll invest billions of dollars, but they’re gonna break our laws doin’ it, and then get mad when they’re caught.
