Schumer previously supported Biden’s two SPR releases but blocked Trump’s attempt to refill reserves during COVID-19 pandemic. President Trump issued an executive order bringing back an existing law mandating that all truck drivers must have basic understanding of the English language to be able to read road signs and communicate with law enforcement. “Bringing back?” For all the years I had to deal with FMCSR and CDL issues on a daily basis, understanding English was ALWAYS mandated.
