Jail after failure to enter a rehab program for anyone busted for possession shoulda been written into the law to start with. No surprises though. Advocates call for specialized support as Oregon sees a rise in unsheltered homelessness. I don’t know how to break it to ’em – I’ve had “specialized support” figured out for years. It’s called a Transition Center. If government agencies started usin’ ’em, the word homelessness would disappear from our language.
