If all these agencies have a common goal of ending the homeless crisis, and are REALLY serious about it, they need to pool their money, build, and operate one of my Transition Centers (at LEAST one per state). Mark my words. Unless a plan like that is put into action, the squalor and crime associated with bums and bumettes with NEVER go away. Politicians on both sides of the fence can talk all they want, but unless they embark on a plan to FIX the problem, instead of cope with it, places like Eugene will forever be trying to hide the scourge from world visitors before the next major track event.
