If nobody in government has sense enough to set up Transition Centers, at LEAST round up all the bums, move ’em to the outskirts of town, and surround the city with an impenetrable fence to keep ’em from bringing in their squalor and setting up canvas condos in front of businesses and on the sidewalk in front of your house.
