ODOT Layoffs Will Hit Key Democratic Constituency. NOW it becomes clear why the Democrats in Salem passed the anti-gun SB 243. On the 8th of July, they don’t want a former employee (also a holder of a state-licensed concealed carry permit) who was just laid off by ODOT, to go to the office (which is a public building) and start shootin’ up the place.
