ODOT Can’t Use Cash From Projects to Avert Layoffs. Let me get this straight. ODOT wants to use the money for buyin’ road salt to pay the salary of the guy who drives the road salt truck, when there’s no money to buy a new road salt truck for the guy to drive. That’s an example of featherbedding at its finest.
