Eugene 4J cites opt-outs and low test participation as factor in scores. This’s got Democrat written all over it. What the hell did they THINK was gonna happen? It’s a no-brainer. It’s simple mathematics. Assuming their numbers factor in the entire student population, if they let kids skip tests, and enough of ’em do it, the pass percentage has GOTTA go down.
