Addicts cause $100K damage to steal $200 worth of copper. This wouldn’t be a story, if governments’d setup and use TRANSITION CENTERS. When I worked for a metal recycler, we had to put up with bums (38% have issues with substance abuse ) living in tents around our perimeter, cuttin’ the fence at night, stealing copper baled and ready for transport, and takin’ it less than a mile to our competition, and sellin’ it.
