Because the city councilors are taking a dim view of giving the department more money to hire additional uniformed officers to fill their shortages. Instead, they’re in favor of sending out a social worker when the college kids renting the house next door are having a blowout, and making so much noise you can’t sleep at 0300 on a worknight. 4
